PHA CONSULTING ASSOCIATES

PHA Consulting Associates provide specialist waste management and  environmental consulting services for municipal, provincial, national and international Clients.  Since the inception of the firm in 1995, PHA Consulting Associates has been responsible for defining and designing the environmental performance requirements of capital investments budgetted at over $500 million on 5 continents.  In addition, PHA Consulting Associates has played a leadership role in the delivery of over $15 million of technical assistance in support of enhanced environmental performance.

Major international Clients include The World Bank, the Inter-American Development Bank, the Canadian International Development Agency and the Governments of 25 countries around the world.

In Nova Scotia, the Principal of PHA Consulting Associates has played a leadership role in the design of the waste management systems currently serving HRM, the Valley and other regions of the Province.  He also directed the preparation of Canada’s National Packaging Protocol, Canada’s first household hazardous waste collections and the first program in North America to recycle discarded automotive plastics.  He is published in the technical waste management media and his work has been cited by The World Bank as a “Global Good Practice”.

He brings demonstrated excellence in project preparation and management for a broad range of public sector clients (including the Inter-American Development Bank, The World Bank and the Canadian International Development Agency) and private sector clients (including American Plastics Council, Alcan and Pepsico) . Since 1995 Doug has managed or contributed to the successful preparation and implementation of the environmental components of projects capitalised with in excess of $350 million on 5 continents. Doug has played a central role in several major initiatives financed by the IDB and the World Bank in the Caribbean region.  For the IDB, Doug has prepared environmental and social impact reports for several projects in Haiti and the Dominican Republic that have been accepted by the Bank.

For The World Bank, Doug has prepared a regional (6 country) investment project in the eastern Caribbean, and has participated in its execution.  He has recently (2000-2002) served as resident manager in St. Lucia for a CIDA environmental and natural resources capacity development assignment and is currently completing a comprehensive analysis of the performance of the environment and natural resources management sector in the Commonwealth Caribbean for CIDA.

Doug’s experience in the Caribbean is complemented by extensive project work in other regions.  He is currently engaged in 8 countries in the Middle East and North Africa for The Worlds Bank.  In North America, Doug has undertaken assignments that have established new norms and standards for environmental performance, particularly in the solid waste management sector where initiatives that he has designed have reduced solid waste by over 50 percent.

Doug has been cited in Who’s Who In Canada for his contributions to environmental management.  The World Bank cites an environmental assessment directed by Doug as a “Global Good Practice” from among its portfolio of projects.
